Why:  To meet Honorable Virginia Phillips, United States District Judge.  Come and join us for an invigorating discussion with Judge Phillips.    

Judge Phillips sits on the United States District Court for the Central District of California, Eastern Division, where she has served since November 10, 1999.  Before her appointment as a District Judge, she served as a Magistrate Judge in the Central District from 1995 until 1999, and she sat on the California Superior Court for four years before joining the federal bench.

Judge Phillips graduated magna cum laude from the University of California, Riverside and received her law degree from the University of California, Berkeley (Boalt Hall) in 1982.  

She regularly teaches courses in civil and criminal procedure, legal ethics, and federal trial practice, and for many years taught Constitutional Law at UCR.  She is a founding member of the local chapter of the Federal Bar Association, and is also a founding member of the local chapter of the American Inns of Court, where she serves as a Judicial Master emerita and was a member of the Board of Directors.

Before her appointment to the bench, Judge Phillips was a partner in Best, Best & Krieger, with a litigation practice emphasizing real property, business, contract and employment matters.  She has served in leadership roles with various community organizations, including the Inland Counties Federal Bar Association, Public Service Law Corporation, Riverside Youth Service Center, the Children's Center of the Inland Counties, the Survive Food Bank of Riverside & San Bernardino Counties, UCR's pro bono Legal Services Clinic, the Riverside Area Rape Crisis Center, and the city's Human Relations Commission.

Several organizations have recognized her, including the Orange County Federal Bar Association with the Alicemarie H. Stotler Award, the Asian Pacific American Bar Association for Public Service, the Fair Housing Council of Riverside County as a "Champion for Justice," the First Congregational Church with the Frank Miller Distinguished Service Award, the Federal Bar Association for "Dedication and Commitment to Justice," the Leo A. Deegan Inn of Court with the Judge Elwood Rich Outstanding Jurist Award, and the Athena Foundation for "professional excellence, community service and a demonstrated body of work in assisting women to achieve their full potential."

During her tenure on the District Court, she presided over Log Cabin Republicans v. Donald H. Rumsfeld, et al., challenging the "Don't Ask, Don't Tell" policy for military service by gay and lesbian servicemembers; Celador International v. Walt Disney Co., et al., a dispute over the profits generated by the American version of "Who Wants to be a Millionaire?"; and U.S. v. David Sahakian, et al., a racketeering prosecution of national Aryan Brotherhood prison gang leaders on multiple charges of murder and drug trafficking; as well as many employment class actions and complex criminal trials.
